Honestly, I don't think there was much they did wrong then, in fact, despite the extreme flood levels, it could have been much worse - damage was mostly agricultural (sad for the farmers) and few lives and buildings were lost.
Most of what went wrong in the disastrous performance in the 2010 Nashville flood was corrected as well, even though it was much easier to forecast.
