The heat gets worse in France

Eventually, thousands have died from that
heat wave. I read an article in the USA Today,
this morning, where the French were deploying
an investigation into why there were so many
deaths, most of them being the elderly. It seems
that most families go on vacation and leave
elderly parents in nursing homes while they
are gone. Most hospitals and nursing homes
in France do not have air-conditioning, as, the
French believe that germs are carried through
A/C ducts and contribute to more infectious
situations. Many families returned to find dead
elderly relatives. Who's to blame? Vacationing
children who did not return early to "rescue" the
elderly, or, the government's alleged inability to
handle the situation?
