Upper level lows in Sept?

For the last few years I remember seing ULL's in June and July and then fade away during the rest of the season. This year its September and where seeing these ULL's out there.Is it because Its El Nino and the atmosphere is produing them or is it El Nino induced? This would basically shut down the season.
