That's it :)

TROPICAL WAVE EXTENDS FROM 14N55W TO 22N53W MOVING W AT 10-15
KT. THE WAVE REMAINS RELATIVELY WEAK AND COINCIDES WITH LOW TO
MIDDLE LEVEL TROUGHING BETWEEN 49W-57W. THE WAVE IS BEGINNING TO
MOVE BENEATH THE INFLUENCE OF SOUTHWESTERLY MIDDLE TO UPPER
LEVEL FLOW ON THE SOUTHERN PERIPHERY OF AN UPPER LEVEL LOW
CENTERED NEAR 26N57W WHICH IS PROVIDING AN OVERALL HIGH WIND
SHEAR ENVIRONMENT AND AN OVERALL LACK OF ANY SIGNIFICANT DEEP
CONVECTION AT THIS TIME.

If I am wrong I will eat much crow, but the Atlantic basin is about as dead as can be. Getting very late now in the season for waves east of 50 degrees longitude to develop. The shear graveyard which is Caribbean continues on, and with some degree of an El Nino type of pattern settling in now, I am just about ready to call it a season folks. We may see a weak TS in October, but outside of Arthur's landfall on the NC Outer Banks back in June, it has been a very quiet season in 2014. Let's be extremely grateful for that and count our blessings once again.

It appears to be something similar to the tight system last year near Barbados, where there is no development probability (yet) but they decided it was still worth putting a floater over to monitor.
