It's a tropical wave that has moved all the way across the Atlantic from Africa. No development potential since it is encountering very high wind shear. Just some squalls for the islands.

St Vincent (100 miles west of Barbados) got severe flooding yesterday morning and judging from the latest satellite imagery, it appears to be happening again:
