Almost appears as if a subtropical storm has developed near 28.5N and 176.5W. Structure not that different from Cindy last year

IIRC CPHC doesn't warn on subtropical cyclones.

Here's the 18Z GFS analysis for it. I probably wouldn't give it a second look personally.
