When will Peter form?

Per the best track data, AL962021 (Invest 96L) has become Tropical Storm Odette. As always, this raises one major question: when will Peter form? Best track data can be found at https://ftp.nhc.noaa.gov/atcf/btk/
September 17-20
September 21-24
September 25-27
September 28-30
October 1-6
October 7-15
After October 15
The season will end with Odette

September 17-20, most likely September 20 imho. 95L could become Peter, or the 20/30 wave could gradually develop and become Peter by then.

Although 95L is having issues developing right now I still expect it to develop into a weak TS within the next 3 days so I am going with September 17th-September 20th.

Well look at that. 97L is definitely trying to even beat 95L in the race to be named Peter.
