You read the post incorrectly, PTrackerLA. Two different subjects. NE reformation was one, the fact that a weaker storm would track more westerly with lower-level winds was another.

An example..
Back in '98, there was Earl. I can remember how he initially was forecasted to hit LA, but the center kept reforming further eastward and wound up hitting the FL panhandle. Once he finally settled on one center, he blew up, actually reaching 100 mph prior to weakening back to 80 mph before landfall.
