1983 Season

I notice that the Atlantic and West Pacific Basin was below average.

ATL-4/3/1
EPAC-21/12/8
WPAC-23/12/4
NIO-4/0/0?
SHEM (Southern Hemisphere SIO and SPAC)-24/14/5

I know we just had a strong El Nino.

Typically, post Niño seasons are less active in WPAC.

Any reasons for that? I know usually in a post Nino season, ATL is usually more active. EPAC is usually less active, but in 1983 it was hyperactive, which I thought was odd.
