Low level circulation in hurricanes?

can someone explain to me how this works and how come we get LLC and what happens to the higher level cirulation when its just LLC?

Initially, Hurricanes develop out of a LLC... when we fly storms, we are flying to find the LLC. As a Tropical Cyclone gets stronger, the LLC is still present. A matter of fact, the pressure report is the LLC pressure center. Directly aloft of the LLC is a High Pressure... The High forces the sinking air down into the LLC...this causes the clear eye.

All I know is that from June 1st through November 30.....LLC has something to do with hurricanes. The rest of the year it's a "limited liability corporation".
