A Couple of Meteorology Questions (Related to Harvey)

So...over the course of this Harvey ordeal, I've heard two things that I am unsure about.

1) A lot of people here on Storm2k have been saying dry air intrusion can increase the lightning in hurricanes. Is this true? I have only heard increases in lightning being tied to intensification.

2) A Scientific American article says that Houston's location at a latitude where prevailing winds change (I assume from the trade winds to the westerlies) made it more vulnerable to storms like Harvey. Is that true, and if so, why?
