If both this and 96L are upgraded simultaneously at 5 pm, which is TD6 and which is TD7?

I see the SW wind, but not the 25kt.


Recon observation #7. FL wind 240/18 kts, the 4 group (sfc winds) has 220/25 kts.

Wonder if the NHC wait till 5 PM to declare this a T.D/T.S. or will issue a statement before hand.
EDIT: If of course they conclude its a tropical cyclone (likely imo)

In theory they wouldn't wait, but it might take some time to get warnings from governments...especially Venezuela.
