I think the formula is KNOTS X 1.15 = MPH ---- In that case the wind speed would be 44.85mph

The 0.80 is to estimate the winds at the surface based on winds at flight level.

So, if the winds at flight level are 39 knots, at the surface they will be 31.2 knots or 35.924 mph.
