There is no HPC to turn to in Mexico, so the NHC keeps going...

Servicio Meteorologico Nacional, they do forecasts and advisories on all systems even after the NHC drops them.

As the RSMC, the NHC has the obligation to continue warning on the system as long as it remains a tropical cyclone (except in the U.S. where the national op plan is for transfer of responsibilities) - it probably has nothing to do with the HPC.
