Exactly,why they dont jump right away and named it Subtropical Storm Noel right from the getgoe?

Exactly what chad said. This is either a (sub)tropical storm now, or it isn't. I don't see how this will develop any further.

I think in 2001 they went from nothing straight to Hurricane Noel (BT later made it a subtopical storm that reached hurricane status at the time of the upgrade)

They already initialized at winds at 45kts. So once they classfy this, it should be given a name, unless it weakens before then.
