November has been so perfect 8-)
My roses are still budding and I have some flowers still growing...

We still haven't had a mean temperature below 0C(latest since 2000, and according to forecasts not going to happen anytime soon). The only parts of the country that have not recorded a mean temperature below 0C yet are the West Coast(Vancouver, Victoria, etc...), Southern Ontario(Toronto and south, not Ottawa, Kingston) and some Prairies cities(not Halifax). You can even add Madelaine Islands. :lol:

Saskatchewan is basking in an unusually warm November :sun: ... and it sounds like the sun is going to keep on shining.:boog:

David Phillips/Environment Canada: "We're saying mid november to mid december, two words - warm and dry."

Good news to most ears.

"Wonderful. We could have this until Christmas, it'd be nice."

We just might... says Environment Canada's senior climatologist.
David Phillips predicts winter will start later ... and be much milder.

David Phillips/Environment Canada: "We think this one won't nearly be as brutal and face numbing as last winter."

Phillips says it's an el nino year - which generally produces warmer winters, with less snow.

David Phillips/Environment Canada: "There's almost a 2 to 1 chance - the dice seem to be loaded to bring you more pacific air, warmer and also drier."

That's a forecast people can cope with.

Many wonder why it isn't mild like this more often, with so much talk of global warming. Phillips says all that means is there's been a subtle, 30 year trend of gradually warmer weather.

There will always be winter.

David Phillips/Environment Canada: "It generally means not the elimination of cold weather, but it means less brutal, less frequent."

After a less than pleasant 2009 - with most months below average - record breaking days like this are cherished. And a milder winter forecast is welcome news. Now we just have to wait and see if that actually happens.

Unreal... 8C and SUNNY! The St-Lawrence river got to be way warmer than usual. After 18 days, we are already 11 hours over the sunshine average for the whole month. We also currently have 7 more sunshine hours than the RECORD(after 18 days).
It's also been mild. So I think the warm St-Lawrence might help us got more and more milder temperatures...
Today was the 13th consecutive day above normal.. I wonder what the record is?

No idea about the records there or here but I know at least three provinces are being spoiled. Can't say the same for peeps in rain soaked British Columbia or those that are facing unceasing winds in Alberta.

Another round of sunny weather is coming... We are already SHATTERING sunshine records so I can't imagine next week. We passed the 100 hours mark after only 19 days. Never happened before...

Flood forces Vancouver Island evacuations
Hundreds of people have had to leave their homes

Dozens of homes have water "up to the doorknobs" and others are under evacuation alert after heavy rain combined with high tides to flood low-lying parts of Duncan, B.C., an hour's drive north of Victoria.

Water streamed around a network of dikes built since the 1960s, when flatlands in the city and surrounding communities were routinely inundated.

The municipality of North Cowichan, which includes Duncan and has more than 27,000 residents, declared a local state of emergency after water from the Cowichan and Koksilah rivers and several creeks spilled their banks Friday morning.

"There's been high tides in the ocean which has not allowed the rainwater to drain away fast enough," public information officer Mark Ruttan said.

"We've had a couple of schools that have closed for the day and we've had to evacuate people out of their homes. That'll be about 300 homes."

Estimates put the number flooded homes at more than 50 in North Cowichan and more in Duncan itself, Ruttan said.

"There's a number homes that were flooded up to the doorknobs."
Provincial assistance available

The provincial government announced late Friday that it's approving disaster financial assistance for many of the flooded areas.

Eligible for the assistance are homeowners in the Comox Valley Regional District, Nanaimo Regional District, Cowichan Valley Regional District and Strathcona Regional District, according to a news release from the B.C. Solicitor General's Ministry.

Most of the trouble was in the Somenos Marsh area, just north of Duncan.

"It was an area that flooded years ago quite often before they put in these larger dikes," Ruttan said.

The dikes themselves have not been breached but there are gaps, he said.

Cindy Jones said she could see a lake of flood water across from the travel agency she manages. The nearby elementary and junior high schools are protected by dikes but were closed Friday.

"The road coming into my office is full of water," she said. "It's bad. I've lived in the (Cowichan) valley all my life and every so many years we get like this. We haven't been this bad for a good couple of years."
Periodic flooding a fact of life

Another longtime resident, retired woodworker Roger Stanyer, said the combination of low land, high tides and massive rainfall makes periodic flooding a fact of life in the area.

"It's certainly higher than normal," Stanyer said. "But not as high as it has been in the past, quite a few times."

A reception centre was opened for evacuees at a local community centre. Manager John Elzinga said about 100 people had registered.


Water levels started dropping Friday afternoon, but Ruttan said the evacuation order would remain in place and crews were sandbagging because more rain is forecast.

"It's a little dryer now but we're expecting some more rain and probably Sunday we'll dry out a bit," he said. "But the longer-range forecast is for more rain next week."
