There is some moisture in the area of the intercept. Which could spin up.
Historically there is a better than 60% chance of some type of energy transfer.

* A coincidental acceleration of storm development is hypothesized
* 40 percent of tropical storms, developed in a 10 percent of a month.
* That is to say that 6 of the 16 tropical cyclones developed within 3 days of a New Moon.
* That is better than a coin flip. In fact it is 5 times better than a coin flip.

* 92L was within the 1100 kilometer area of influence on the 6th.
