The yellow dot that moves from left to right is Saturn at mid summer from 1999 to 2009. This matches the time frame of the correlation between the New Moon and the SOI.

There seems to 4 actor in the SOI event., the Moon, Jupiter, Venus, and Saturn . The latitude of the Moon has the most gravitation involved. Jupiter and Venus are 1 percent of the Moon at their distance. Saturn has no real effect on the sum of gravity, but it seems to stabilize the orbit of the moon when it is in play.

Apparently the graph is showing that as the latitude of the moon rises, the SOI can become more negative.

And although the movie only shows the time segment when the correlation is the highest, the process from February 1997 goes the Moon, Venus and Jupiter align leading to an alignment of Jupiter and Saturn. After that Jupiter plays through and Venus manages to keep the Moon orbit stable until 2009 when the orbits become tangent to the Sun. At that time with no other actor involved the mid summer latitude of the Moon bounces between 16 and18 degrees until 2018 when the cycle starts over.
