19. There was a 98W on March 31, right before Neoguri (99W).

PAGASA:
At 2:00 AM today, a Low Pressure Area (LPA) was estimated based on satellite and surface data at 780 kms East of Northern Mindanao (9.5ºN 133.0ºE) embedded along the Intertropical Convergence Zone (ITCZ) affecting Visayas and Mindanao
