Also known as 98P. It's straggling the invisible line between NRL's South Indian and South Pacific regions.

TROPICAL CYCLONE OUTLOOK
FOR THE AREA BETWEEN LONGITUDES 125 EAST - 142 EAST
Issued by the BUREAU OF METEOROLOGY, DARWIN
at 2:15 pm CST Sunday 21 December 2008

A tropical low, 1004 hPa, is situated in the western Gulf of Carpentaria. The
low is expected to move west over the next two to three days, moving over land
later tomorrow.

The potential for this low to develop into a Tropical Cyclone over the next few
days is estimated to be:
Monday: low,
Tuesday: low,
Wednesday: low.

Tropical Cyclone Advices are being issued for ex-Tropical Cyclone Billy over the
Kimberley region of Western Australia by the Bureau of Meteorology, Perth. Full
details are available on 1300 659 210 and on the web at http://www.bom.gov.au.

NOTE: Development Potential is an estimate of the probability of tropical
cyclone development for each day... Low = 10% or less, Moderate = 20% - 40%,
High = 50% or more.

THE AREA OF CONVECTION PREVIOUSLY LOCATED NEAR 13.6S
138.3E, IS NOW LOCATED NEAR 14.5S 137.3E, APPROXIMATELY 400 NM EAST-
SOUTHEAST OF DARWIN, AUSTRALIA. RECENT ANIMATED WATER VAPOR AND
INFRARED SATELLITE IMAGERY SHOWS DEEP CONVECTION PERSISTING OVER A
BROAD AREA OF LOW LEVEL TROUGHING EVIDENT IN RADAR DATA FROM GOVE
AND MORNINGTON ISLAND, AUSTRALIA. ANIMATED SATELLITE IMAGERY SHOWS
CONVECTIVE BANDING FORMING ON THE SOUTHERLY SEMI-CIRCLE OF THE
CONSOLIDATING LOW LEVEL CIRCULATION CENTER. THIS DISTURBANCE LIES
UNDER AN UPPER LEVEL ANTICYCLONE CENTER, IN A REGION OF LOW TO
MODERATE VERTICAL WIND SHEAR AND FAVORABLE EQUATORWARD DIFFLUENCE
ALOFT. MAXIMUM SUSTAINED SURFACE WINDS ARE ESTIMATED AT 22 TO 27
KNOTS. MINIMUM SEA LEVEL PRESSURE IS ESTIMATED TO BE NEAR 1004 MB.
BECAUSE THE LOW LEVEL CIRCULATION REMAINS BROAD AND UPPER LEVEL
SUPPORT IS IMPROVING, THE POTENTIAL FOR THE DEVELOPMENT OF A
SIGNIFICANT TROPICAL CYCLONE WITHIN THE NEXT 24 HOURS IS UPGRADED TO
FAIR.

Synoptic Situation: A TROPICAL LOW 1002 hPa is located in the southwestern Gulf
of Carpentaria. At 9:30 am CST it was near latitude 14.6S, longitude 137.3E,
about 100 kilometres southeast of Groote Eylandt, moving west southwest at 5
