Severe weather topic...

to comment on severe weather? I could understand if one were for up coming weather, and the other was used for happening now weather.

Most of the traffic goes to the specific page during the actual event. You can use either one, though be warned that you might not be adding much if you're talking on a thread that no one else will see.

I personally prefer smaller threads designated to a more specific event, but I guess it's up to you. I'm not sure why we need both though, unless the first one is for more general comments and then a new one is created when there's actual severe weather impending or occurring.
