1. FORMATION OF A SIGNIFICANT TROPICAL CYCLONE IS POSSIBLE WITHIN
100 NM EITHER SIDE OF A LINE FROM 16.0S 137.2E TO 16.6S 140.2E
WITHIN THE NEXT 06 TO 24 HOURS. AVAILABLE DATA DOES NOT JUSTIFY
ISSUANCE OF NUMBERED TROPICAL CYCLONE WARNINGS AT THIS TIME.
WINDS IN THE AREA ARE ESTIMATED TO BE 25 TO 30 KNOTS. METSAT IM-
AGERY AT 290600Z INDICATES THAT A CIRCULATION CENTER IS LOCATED
NEAR 16.1S 137.7E. THE SYSTEM IS MOVING EASTWARD AT 12 KNOTS.
2. REMARKS: EX-TC 09P (OLGA) WAS PREVIOUSLY OVER LAND AND IS NOW
LOCATED NEAR 16.1S 137.7E, APPROXIMATELY 450 NM EAST-SOUTHEAST OF
DARWIN, AUSTRALIA. ANIMATED MULTISPECTRAL IMAGERY SHOWS A PARTIALLY
EXPOSED LOW LEVEL CIRCULATION CENTER (LLCC) WITH CONSOLIDATING
CONVECTION AND RADAR IMAGERY INDICATES THAT THE LLCC IS STARTING TO
TRACK BACK OVER WATER. CURRENT OBSERVATIONS WITHIN THE REGION ARE
INDICATING LESS THAN 30-KT WINDS, HOWEVER, ENVIRONMENTAL CONDITIONS
ARE FAVORABLE FOR DEVELOPMENT AS EX-TC 09 IS LOCATED IN AN AREA OF
LOW VERTICAL WIND SHEAR WITHIN THE SUBTROPICAL RIDGE AXIS AND HAS
GOOD OUTFLOW DUE TO AN UPPER LEVEL ANTICYCLONE ALOFT. MAXIMUM
SUSTAINED SURFACE WINDS ARE ESTIMATED AT 25 TO 30 KNOTS. MINIMUM SEA
LEVEL PRESSURE IS ESTIMATED TO BE NEAR 990 MB. DUE TO A RECENT TRACK
OVER WATER AND FAVORABLE ENVIRONMENTAL CONDITIONS, THE POTENTIAL FOR
THE DEVELOPMENT OF A SIGNIFICANT TROPICAL CYCLONE WITHIN THE NEXT 24
HOURS IS GOOD.
