This one already has a TCFA on it and it is West of Guam Headed NW toward well you guessed it Okinawa...

Corrections:
1. North of Guam
98WINVEST.15kts-1010mb-158N-1483E.

2. No TCFA. Often when invests are declared the old TCFA from the invest's previous incarnation will stay in the system.

UPPER-LEVEL DIVERGENCE NEAR AN UPPER-LEVEL LOW NORTH OF THE MARIANAS
AT 23N143E IS TRIGGERING SCATTERED SHOWERS AND A FEW THUNDERSTORMS
ACROSS THE CNMI BETWEEN 14N AND 20N FROM 131E TO 152E.

NRL is still showing that TCFA...with today's date...

Um, no it isn't. DTG now is 042345; date on the tcfa is 281800.

As supercane said, NRL often hs old TCFAs up. Look at the image itself and not the file name, use some sense here.
