RAPIDLY TOWARD THE NORTHEAST NEAR 46 MPH...74 KM/HR. A TURN TOWARD
THE NORTH-NORTHEAST AND NORTH WITH A DECREASE IN FORWARD SPEED IS
EXPECTED TONIGHT AND EARLY WEDNESDAY. THE EXTRATROPICAL LOW IS

IGOR IS VERY CLOSE TO LOSING ALL ITS TROPICAL CHARACTERISTICS AND
WILL LIKELY BECOME FULLY EXTRATROPICAL BY THIS AFTERNOON. THE
INITIAL INTENSITY IS BEING HELD AT 65 KT...ALTHOUGH IT IS POSSIBLE
THAT THE CYCLONE HAS STRENGTHENED OVER THE PAST FEW HOURS. ASCAT
DATA SHOULD BE RECEIVED FROM NEAR THE HURRICANE SOON...AND A
RE-ASSESSMENT OF THE INTENSITY WILL BE MADE AT THAT TIME. IGOR
COULD STILL GAIN SOME STRENGTH DURING THE NEXT 12-24 HOURS AS IT
MOVES NORTHWARD PAST NEWFOUNDLAND BUT THEN ALL THE MODELS SHOW
GRADUAL WEAKENING AS IT MOVES NEAR GREENLAND. THE OFFICIAL
INTENSITY FORECAST IS A BLEND OF THE MODEL GUIDANCE...AND GUIDANCE
PROVIDED BY THE NOAA OCEAN PREDICTION CENTER.

IGOR IS MOVING RAPIDLY NORTHEASTWARD AT 40 KT. MODEL GUIDANCE IS IN
GOOD AGREEMENT THAT IGOR WILL BE TURNING NORTHWARD DURING THE NEXT
24 HOURS AS IT SWINGS AROUND NEWFOUNDLAND AND MOVES THROUGH THE
DAVIS STRAITS. THE EXTRATROPICAL CYCLONE IS EXPECTED TO SLOW DOWN
MARKEDLY FROM 36-96 HOURS AS IT INTERACTS AND POSSIBLY MERGES WITH
ANOTHER AREA OF LOW PRESSURE OFF THE NORTHEASTERN COAST OF QUEBEC.

Dangerous post-tropical storm igor buffeting Eastern Newfoundland
with hurricane-force winds

The next statement will be issued by 9.30 PM NDT
1. Current position, strength, central pressure and motion

At 3.30 PM NDT... Post-tropical storm igor was located near
Latitude 48.2 N and longitude 52.3 W... About 45 nautical miles
Or 85 km northeast of st johns. Maximum sustained winds are
Estimated at 75 knots... 139 km/h... And central pressure at 950
MB. Igor is moving north northeast at 30 knots... 55 km/h.

3. Public weather impacts and warnings summary

Although we have now classified the storm as post-tropical, that is
not to imply a downgrade in the intensity. In fact, the highest
winds have risen as igor draws energy from a trough of low pressure
to the west.

Large areas of the eastern half of Newfoundland have received 100
To 200 millimetres of rain with st. Lawrence and likely
Other localities receiving in excess of 200 millimetres. In addition
there have been many reports of flooding and washouts
Throughout Southeastern Newfoundland. Heavy rainfall should end this
evening as igor moves off to the northeast.

Reports of hurricane force wind gusts have come in from the Burin
Peninsula Avalon Peninsula and Bonavista Peninsula as well as
The northeast coast. Winds will diminish later tonight and
Wednesday as igor moves off to the northeast.

Higher than normal water levels and rough pounding surf can be
expected along the northeast and east coasts of Newfoundland
This evening.

4. Marine weather impacts and warnings summary

Hurricane force winds have been observed by an oil rig, buoy data,
ship data, and coastal stations near, and offshore of Southeastern
Newfoundland. Hurricane force winds will persist near igor's track
until the storm moves northeast then northward further away from
Newfoundland and adjacent waters. Later tonight and on Wednesday
winds will subside as igor moves further away with the improvement
starting gradually over southern areas early this evening and
Further north and east overnight and Wednesday.

As a result hurricane force wind warnings are in effect closest to
igor's track with storm warnings and gale warnings in effect for
marine areas further from the track.

5. Technical discussion for meteorlogists

A. Analysis

Igor has been declared post-tropical with this bulletin.
Satellite and radar imagery as well as surface data clearly
Indicate a frontal boundary near the centre.

However the tropical storm warnings and hurricane watche will
Be continued to maintain awareness of the severity of this storm
And for continuity.

Radar imagery and surface data still indicate areas of moderate
To heavy rain across parts of Central and Eastern Newfoundland.

B. Prognostic

Large and dangerous post-tropical storm igor will move away from
Newfoundland to the northeast and north tonight. This storm will
Move into the Labrador Sea on Wednesday and merge with an upper
Low. Over the Labrador Sea gale to storm force winds are forecast
with gusts approaching hurricane force possible.

C. Public weather

D. Marine weather

Storm surge of about 70 cm, and possibly exceeding 1 metre locally,
will develop along the northeast coast of Newfoundland this evening
and spread down to the Avalon Peninsula overnight and into the south
coast early Wednesday morning. Sig waves up to 14 metres are now
expected over parts of the Grand Banks.

3. Public weather impacts and warnings summary

Wind and tropical storm warnings remain in effect for all of eastern
and Northeastern Newfoundland. A hurricane watch for northeastern
coastal areas of the province will likely be lifted within the next
hour or two.

Very strong winds are still occurring over much of Northeastern
Newfoundland, with some coastal stations reporting gusts in excess
Of hurricane force. Winds have abated somewhat over southern coastal
areas and as a result the wind and tropical storm warnings have
Been lifted, though winds will remain gusty throughout the night.

The heaviest rain from igor has moved offshore, though not before
generally dumping 100 to 200 millimetres of rain over most of
Eastern and Central Newfoundland with some local reports in excess
Of 200 millimetres. There have been many reports of flooding and
washouts throughout these areas.

4. Marine weather impacts and warnings summary

Hurricane force winds have been observed by numerous reporting
stations including land stations as well offshore buoys. Winds are
diminishing over southern marine areas as igor moves northeastward.
Hurricane force winds will persist near igor's track tonight
Then begin to subside as the storm moves into the Labrador Sea
On Wednesday.

As a result hurricane force wind warnings remain in effect
For marine areas closest to igor's track with storm warnings and
Gale warnings in effect for marine areas further from the track.

5. Technical discussion for meteorlogists

A. Analysis

Igor has been post-tropical since this afternoon. Satellite imagery
continues to show a strong baroclinic storm with a pronounced dry
slot developing east of the center and a classic long comma cloud
To the west and south. The assymetry in the wind field is also quite
pronounced, with the strongest winds occurring in the western flank
just behind the storm. This is a far more typical wind pattern of a
mid-latitude baroclinic system, but igor's energy has made this wind
field especially large and strong.

B. Prognostic

Post-tropical igor will continue tracking northeastward then
Turn north and northwestward across the Labrador Sea as it begins to
weaken over the next 36 to 48 hours. Most global models are in
agreement with its motion and intensity and the CHC track generally
follows this guidance.

C. Public weather

D. Marine weather

Storm surge of about 70 cm, and possibly exceeding 1 metre locally,
has developed along the northeast coast of Newfoundland and will
spread down the Avalon Peninsula overnight and into early Wednesday
morning. Sig waves up to 14 metres are possible over the Northern
Grand Banks.

Wind radii no longer given due to the post-tropical nature of igor.
However hurricane force winds still exist near the storm with
The strongest winds in the northwesterlies to the west of igor's
centre. Gale force winds extend much farther from the storm's centre.

storm.

The next 36 hours. The Gem-regional and gfs models seem to have a
very good handle on its pressure and wind patterns and the CHC
Track and intensity is very close to this guidance.

Storm surge of up to 85 cm was reported along parts of the northeast
coast of Newfoundland Tuesday evening. This surge will spread down
the Avalon Peninsula overnight and into early Wednesday morning.
Significant wave heights in excess of 10 metres are expected over
some offshore waters in the wind flow and swells genearted by igor.

Wind radii no longer given due to the post-tropical nature of igor.
However hurricane force winds still exist near the storm with
The strongest winds in the northwesterlies to the west of igor's
centre.

As igor is now completely post-tropical and behaving more and more
like a baroclinic system, its pressure and wind fields are being
Well handled by our global models. As a result it is expected the
CHC will likely cease messaging on igor later this morning.

Located near latitude 54.7 N and longitude 50.0 W... About 295
nautical miles or 550 km/ 340 miles northeast of st anthony nl.

Igor is moving towards the north at 30 knots... 56 km/h...35mph. Maximum
Sustained winds are estimated at 65 knots... 120 km/h 75mph...and central
pressure at 950 MB.

All remaining tropical storm warnings have been ended for
Newfoundland. However strong and blustery winds will continue over
much of the province today.

Igor is now completely post-tropical and its wind and pressure fields
are being well handled by our global models. Any remaining impacts
from post-tropical storm igor will be covered by regular public and
marine forecasts and warnings. Please consult the latest forecasts
and warnings issued for your region by Environment Canada.

Special weather summary message for Newfoundland and Labrador issued
by Environment Canada at 4:47 AM NDT Wednesday 22 September 2010.

The following is a preliminary summary of hurricane igor and its
effects as it passed by just south and east of Newfoundland on
Tuesday September 21 2010...

Hurricane igor began impacting Newfoundland late Monday night into
Tuesday morning with heavy rain and strong winds as it approached the
region from the southwest. As igor tracked just south of Cape Race
around noon on Tuesday it remained an extremely powerful storm with
intense and heavy rainfall extending well north and west of the storm
centre and a very large area of hurricane force winds immediately
behind it. Even after completing post-tropical transition northeast
of the province in the afternoon, igor continued to pummel the entire
eastern half of Newfoundland with extremely high winds which
continued over most areas well into the evening.

Adding to igor's impacts was a pre-existing trough of low pressure
that tracked slowly eastward across Newfoundland and brought an
initial band of heavy rain to parts of Southern Newfoundland earlier
on Monday. This trough began to interact with igor as it approached
drawing moisture and some energy from the hurricane and contributed
to some of the extremely heavy rates of rainfall observed over parts
of the province on Tuesday. For example, in the five hour period
between 7:30 AM and 12:30 PM NDT the weather station at Bonavista
received 135 millimetres of rain, including 69 millimetres in a
two-hour period just before the station stopped recording rainfall
when it is believed its rain gauge overflowed.

Reports of extensive flooding, wind damage, and power outages were
received from all over the eastern half of Newfoundland Monday night
and Tuesday as a result of hurricane igor.
