Man in cyclone zone suffocates
(AAP)

Queensland has suffered its first cyclone-related death after a 23-year-old man taking shelter in the disaster zone was suffocated by generator fumes.

His body was found at a property at Bamboroo, near Ingham, on Thursday, an area hit hard by category five Cyclone Yasi about midnight on Wednesday.

Police Commissioner Bob Atkinson, speaking alongside the premier in Cairns on Friday morning, said the man could have died anytime in the past 48 hours.

"This is a dreadfully sad thing," the commissioner told reporters.

Premier Anna Bligh, who announced the death, said it appeared the young man succumbed to fumes after using a generator in an enclosed room.

She urged others to understand just how dangerous it was to operate generators without proper ventilation.

"This is a dangerous thing to do," she said.

"The coroner wanted me to make people understand that if you are using a generator for power, doing it in a closed room without any ventilation means you are at risk from asphyxiation from diesel fumes.

"Our condolences for the family of this young man."

She described his loss as Queensland's "first cyclone-related death".

Emergency Services Minister Neil Roberts said the man's death was a tragedy.

"This is a tragic loss of life and again our condolences go to that young man's family and friends," he told reporters in Brisbane.

He also warned others to make sure there was proper ventilation in areas where generators were being used.

A police forward command post will be set up in either Cardwell, Tully or Innisfail and two water police vessels will be stationed off Cardwell, Police Commissioner Bob Atkinson said.

Mr Atkinson said he didn't believe there'd be a need to bring in extra police from interstate.

"I feel confident that over the next few days, as long as we don't get more very heavy rainfall, we'll really start to see things unfold in terms of restoring order for people," he told reporters in Cairns.

It is not yet known when Cardwell residents will be able to return to the devastated town.

A decision would be made on that in the next 48 hours.
