I'm not so sure. None of the 2004 storms that struck Japan were retired. Personally, I thought Songda and Tokage should have been retired.

On the other hand, Nabi struck Japan in 2005 and ended up being retired.

Although JMA has naimng responsibility, I don't think the names are often used in Japan. Usually they're referred to by their designated number. In Talas' case, it would be Typhoon 1112 or Typhoon No. 12.
