JTWC is at LOW:

(1) AN AREA OF CONVECTION HAS PERSISTED NEAR 19.0N 91.0E,
APPROXIMATELY 200 NM SOUTH OF CHITTAGONG, BANGLEDESH. ANIMATED
INFRARED SATELLITE IMAGERY SHOWS PERSISTENT CONVECTION OVER THE
NORTHERN BAY OF BENGAL. THE 201200Z STREAMLINE ANALYSIS AND A
200355Z ASCAT PASS REVEALS A WELL-DEVELOPED LOW LEVEL CIRCULATION
CENTER (LLCC). THE UPPER LEVEL STREAMLINE ANALYSIS SHOWS HIGHLY
DIFFLUENT FLOW ABOVE THE LLCC. VERTICAL WIND SHEAR IS ESTIMATED AT
20 KNOTS AND INCREASES SHARPLY TO THE SOUTH OF THE LLCC. SEA SURFACE
TEMPERATURE IS APPROXIMATELY 30 DEGREES. MAXIMUM SUSTAINED SURFACE
WINDS ARE ESTIMATED AT 10 TO 15 KNOTS. MINIMUM SEA LEVEL PRESSURE IS
ESTIMATED TO BE NEAR 1002 MB. THE POTENTIAL FOR THE DEVELOPMENT OF A
SIGNIFICANT TROPICAL CYCLONE WITHIN THE NEXT 24 HOURS IS LOW.

By the way, this thing has been designated Depression BOB 03 by the IMD and made landfall over North Orissa.

Last note about the depression by IMD:

BOB 03/2011/08 Dated: 23.09. 2011

Time of issue:1600 hours IST


Sub: Depression weakened into a well marked low pressure area over Jharkhand.
