Remember that there is a lot of surface activity (fronts, lows, etc) going on in that general area that is not associated with this circulation, so it it feasible that surface winds may be a little higher than flight-level winds if there is some kind of surface interaction with something else going on. We have seen that before, though it is not as common as the reverse where flight level winds do not make it down to the surface.

I see that based on the latest fix by the recon Alberto is moving almost due south now, below the 31st latitude, is also moving back closer to the gulf stream. Maybe a reason why some more convection developing closer to its COC.
