It looks less impressive than earlier today. Not sure they'll find enough of a tight circulation to warrant an upgrade.

it appears it has stalled just off shore. or slowly drifting with a northerly direction

What exactly did that oil rig measure that makes the NHC suspicious of a TD forming?

I'm tending to think same, especially given the wind direction in the last recon data.

I wouldn't doubt that they find the COC further offshore, by the way the recon is heading and the wind's direction, it does appear to be broader than we thought earlier.
