142100Z POSITION NEAR 8.7N 107.2E.
TROPICAL DEPRESSION (TD) 25W, LOCATED APPROXIMATELY 148 NM SOUTH-
SOUTHEAST OF HO CHI MINH CITY, VIETNAM, HAS TRACKED WEST-NORTHWEST-
WARD AT 13 KNOTS OVER THE PAST SIX HOURS. ANIMATED ENHANCED INFRARED
SATELLITE IMAGERY SHOWS THE ASSOCIATED CONVECTION IS MOSTLY SHEARED
TO THE NORTHWEST EXPOSING A WEAK LOW LEVEL CIRCULATION CENTER. THIS
IS MORE EVIDENT ON A 141444Z 37GHZ TRMM MICROWAVE IMAGE. UPPER LEVEL
ANALYSIS INDICATES THE SYSTEM IS 08 DEGREES SOUTH OF THE RIDGE AXIS
IN AN AREA OF MODERATE (20-25 KNOT) VERTICAL WIND SHEAR (VWS). THE
CYCLONE IS TRACKING ALONG THE SOUTHERN PERIPHERY OF A LOW- TO
MID-LAYERED SUBTROPICAL RIDGE TO THE NORTHEAST. TD 25W IS EXPECTED TO
DISSIPATE IN 12 HOURS DUE TO THE STRONG VWS AND IMMINENT LAND FALL
INTO SOUTHERN VIETNAM. THE AVAILABLE NUMERICAL GUIDANCE SPREADS OUT
SIGNIFICANTLY FROM THE ONSET, AN INDICATION OF A WEAK VORTEX. ECMWF
IS TO THE RIGHT AND GFS IS TO THE LEFT OF THE MODEL ENVELOPE. THERE
IS LOW CONFIDENCE IN THE TRACK FORECAST DUE TO POSSIBLE ERRATIC
MOTION ASSOCIATED WITH A WEAK VORTEX. THIS IS THE FINAL WARNING ON
THIS SYSTEM BY THE JOINT TYPHOON WRNCEN PEARL HARBOR HI. THE SYSTEM
WILL BE CLOSELY MONITORED FOR SIGNS OF REGENERATION. MAXIMUM
