Okinawa is now:

TCCOR CHANGE: The 18th Wing vice commander decared TCCOR 1C for Kadena as of 7:20 p.m. Oct. 10.

TCCOR 1 Caution: Winds of 35-49 knots sustained are occurring at a particular installation

Also there are already power outages and with the storm just beginning and the ryr isnt supposed to be near for more then 12 hours it is going to be a long time with no power...

Already typhoon force wind gust and CPA is over 24 hours away...Very large typhoon...

Here's the latest weather update:

As of 7:30 a.m. local Oct. 11, Okinawa is in Tropical Cyclone Condition of Readiness 1-E. (Which means lock down) At 3 a.m. local Oct. 11, Typhoon Vongfong was located 173 nautical miles south-southeast of Kadena. It had winds gusting to 135 knots near its center and was moving to the north at 8 knots.

If Typhoon Vongfong continues to move as forecast, damaging winds of 50 knots or greater (sustained) are anticipated to occur until 8 a.m. local Oct. 12. The strongest winds on Okinawa are expected to be sustained at 100 knots with 125 knot gusts at 10 p.m. local Oct. 11.

There are some brave drivers in Okinawa as the Typhoon gets closer even thou there are warnings about staying in a secure location.
