Main limiting factor here will be it's broad size. Otherwise, little reason for this not to become a at least a hurricane as long as the shear relaxes like it's suppose to.

Showers and thunderstorms associated with a low pressure area
located about 575 miles south of Manzanillo, Mexico, have become
better defined since yesterday. Environmental conditions are
conducive for development, and a tropical depression is likely to
form over the weekend while the low moves generally northwestward
at 5 to 10 mph.

IF this thing develops into cat 2 or higher at one point and moves NNW paralleling Baja and makes a right turn near the California/Mexico border, it could probably make landfall near San Diego as a TS. That's a lot of "ifs" but the sheer is declining, the SST off of Cabo are near 90 F and the SST off of San Diego are at 77 F.

What is the steering pattern expected to be about 5-7 days from now?

SST's aren't warm enough. SST's drop off between Cabo before re-warming slightly right offshore San Diego.

A few hundred miles west of San Diego the SST's are in the low 70's.

That is a lot of ifs. But I'm hopeful. I see at least a good swell producer out of this for Socal, but I said the same for Kevin. Interesting to see what will happen next week.

Latest forecast is for it to max out as a cat 1 so you're right; it wouldn't be able to sustain TS winds through the cooler waters between Cabo and San Diego but I'm still hoping it tracks in way to give us some remnant moisture (just like our good old friend Dolores did).

It is pathetic that we have to BEG mother nature just to give us a little rain in Southern California.

There is no latest forecast as this system hasn't been classified yet. . What was posted above is the SHIPS/LGEM model runs and nothing else.

Yes, something like what Dolores did to California is likely here.

As for the peak strength of this system, it will likely depend on how fast this gets going. If this gets going sooner than I think it will, Cat 3 or 4 is possible.

Showers and thunderstorms associated with a low pressure area
located about 525 miles south-southwest of Manzanillo, Mexico,
continue to show signs of organization. Although the low's
circulation is still somewhat broad, environmental conditions are
expected to be conducive for a tropical depression to form during
the next day or so. The low is forecast to move northwestward at 5
to 10 mph, well offshore of the coast of Mexico.

For the eastern North Pacific...east of 140 degrees west longitude:

Satellite images indicate that a tropical depression could be
forming about 475 miles south-southwest of Manzanillo, Mexico. If
this trend continues, advisories will be initiated tonight.
Environmental conditions are expected to be favorable for additional
development while the low moves northwestward at 5 to 10 mph, well
offshore of the coast of Mexico.

Hopefully they're upgrading at 3z. Looked good to go at 15z, and an ASCAT pass at 16z showed a closed LLC, so still not sure why they didn't declare at 21z.

Do you think this will 1) reach hurricane status at one point? and 2) Take a path parallel to Baja and give California some remnant moisture rather than go out to sea?

1) Decent chance of a hurricane, yes

2) The GFS has shifted somewhat left, so maybe not

Satellite images indicate that the area of low pressure located
southwest of Mexico now has a well-defined center and organized
deep convection. Therefore, it is now a tropical depression, with
the current intensity of 30 kt based on the latest satellite
estimate from TAFB. Buoy 43546 also reported a pressure of
1001.4 mb a couple of hours ago while the center passed.

Moderate northeasterly shear is forecast to decrease by the global
models by late tomorrow, which should allow the depression to
intensify into a tropical storm. Thereafter, very warm waters, high
values of mid-level moisture and light shear are expected through
Tuesday. These conditions should promote strengthening to a
hurricane early next week, with almost all of the guidance agreeing
with this general scenario. Thereafter, SSTs are expected to become
marginal by day 4, with an increase in shear also in the forecast,
likely causing weakening by that time. The NHC wind speed prediction
is near or above the model consensus for most of the forecast
period.

The depression is moving northwestward at about 9 kt. This general
motion is expected for the next 2-3 days while the cyclone remains
on the southwestern side of a large mid-level ridge over Mexico.
Models are in fairly good agreement on this scenario through that
time. The forecast is more challenging in the longer range due to
various depictions of the strength of the ridge over the eastern
Pacific and the vertical depth of the tropical cyclone. Given the
uncertainties, the official forecast stays fairly close to the model
consensus at days 4 and 5, but leans in the direction of the ECMWF.
