DISCUSSION AND 48-HOUR OUTLOOK
------------------------------
At 400 AM EST (0900 UTC), the center of Hurricane Otto was located
near latitude 11.2 North, longitude 82.9 West. Otto is moving toward
the west near 8 mph (13 km/h), and this motion is expected to
continue today. A faster motion toward the west or west-southwest
is expected to begin tonight and continue through early Saturday. On
the forecast track, the center of Otto will make landfall within the
hurricane warning area today and move across southern Nicaragua and
northern Costa Rica through this evening. The center of Otto is
expected to reach the Pacific coast of southern Nicaragua or
northern Costa Rica tonight.

Maximum sustained winds are near 85 mph (140 km/h) with higher
gusts. Some strengthening is possible before landfall. Weakening is
expected after landfall, and Otto is forecast to weaken to a
tropical storm by tonight.

Hurricane-force winds extend outward up to 10 miles (20 km) from the
center and tropical-storm-force winds extend outward up to 70 miles
(110 km).

The estimated minimum central pressure is 981 mb (28.97 inches).


HAZARDS AFFECTING LAND
----------------------
RAINFALL: Total rainfall of 6 to 12 inches, with isolated amounts
of 15 to 20 inches, can be expected across northern Costa Rica and
southern Nicaragua through today. These rains will likely result in
life-threatening flash floods and mud slides.

Outer rain bands from Otto are expected to produce rainfall
accumulations of 4 to 8 inches over San Andres and Providencia
islands, and the higher terrain of central and western Panama and
southern Costa Rica through this morning.

WIND: Hurricane conditions are expected to reach the hurricane
warning area late this morning or early this afternoon, with
tropical storm conditions expected to begin soon. Hurricane
conditions are possible in the hurricane watch area today.

Tropical storm conditions are expected within the warning area
on the Caribbean coast of Nicaragua today. Tropical storm conditions
are expected in the warning area along the Pacific coasts of Costa
Rica and Nicaragua by this evening.

STORM SURGE: The combination of a dangerous storm surge and large
and destructive waves could raise water levels by as much 3 to 5
feet above normal tide levels in areas of onshore flow within the
hurricane warning area.

SURF: Swells generated by Otto are likely to cause life-threatening
surf and rip current conditions over the next several days along the
coasts of Panama, Costa Rica, and Nicaragua. Please consult
products from your local weather office.

HURRICANE OTTO DISCUSSION NUMBER 14
NWS NATIONAL HURRICANE CENTER MIAMI FL AL162016
400 AM EST THU NOV 24 2016

Otto continues to produce an area of deep convection over the
center, but it is difficult to tell if there have been any
structural changes to the cyclone without microwave or aircraft data
overnight. Dvorak estimates at 06Z were T4.5/77 kt from SAB and
T4.0/65 kt from TAFB, with the 06Z UW-CIMSS ADT estimate at 72 kt.
The initial intensity is held at 75 kt for this advisory based on
the higher satellite estimates and continuity. An Air Force Reserve
Hurricane Hunter aircraft will investigate Otto later this morning.

There is an opportunity for some additional strengthening before
Otto makes landfall in about 12 hours. After landfall, quick
weakening is expected while the center moves across Central America,
and Otto is expected to emerge into the eastern Pacific by 24 h as a
tropical storm. Gradual weakening is forecast after that time, due
to moderate to strong vertical shear, and this weakening trend is
also shown in most of the global model guidance. The new NHC
intensity forecast is similar to the previous one and near the low
end of the TC intensity guidance late in the period. This forecast
ends up closest to the FSU Superensemble by day 5, and shows Otto as
a remnant low at that time.

The initial motion estimate is 270/07, as Otto is under the steering
influence of a mid-level ridge centered over Cuba and the Bahamas.
As as mid/upper-level trough lifts out of the Gulf of Mexico, the
ridge will build westward and amplify during the next 3-4 days. This
pattern should result in an increase in forward speed and a motion
somewhat south of due west for the next 72 hours. By the end of the
period, Otto or its remnant low should turn west-northwestward as it
rounds the western side of the weakening ridge. While there is
general agreement on this scenario, there remains some spread in the
track guidance. In particular, the latest ECMWF solution has shifted
north and is slower than the rest of the guidance, especially
compared to the GFS, which is faster and farther south. The new NHC
track forecast is largely an update of the previous one but trends a
little faster following the latest consensus. This track is close to
the ECMWF/GFS blend at days 3 through 5.

I think, it should have reached Cat 2 now, very dangerous situation für Nicaragua and Costa Rica, already declared state of emergency there.

DISCUSSION AND 48-HOUR OUTLOOK
------------------------------
At 700 AM EST (1200 UTC), the eye of Hurricane Otto was located by a
reconnaissance plane near latitude 11.0 North, longitude 82.9 West.
Otto is moving toward the west near 8 mph (13 km/h), and this motion
is expected to continue today. A faster motion toward the west or
west-southwest is forecast to begin tonight and continue through
early Saturday. On this track, the center of Otto will make landfall
within the hurricane warning area today, and move across southern
Nicaragua and northern Costa Rica through this evening. The center
of Otto is expected to reach the Pacific coast of southern Nicaragua
or northern Costa Rica tonight.

Data from a reconnaissance plane indicate that the maximum
sustained winds have increased to near near 105 mph (165 km/h) with
higher gusts. Some additional strengthening is possible before
landfall. Weakening is expected after landfall, and Otto is forecast
to weaken to a tropical storm by tonight.

Hurricane-force winds extend outward up to 10 miles (20 km) from
the center and tropical-storm-force winds extend outward up to 70
miles (110 km).

The minimum central pressure just reported by an Air Force Reserve
reconnaissance plane was 976 mb (28.82 inches).


HAZARDS AFFECTING LAND
----------------------
RAINFALL: Total rainfall of 6 to 12 inches, with isolated amounts
of 15 to 20 inches, can be expected across northern Costa Rica and
southern Nicaragua through today. These rains will likely result in
life-threatening flash floods and mudslides.

Outer rain bands from Otto are expected to produce rainfall
accumulations of 4 to 8 inches over San Andres and Providencia
islands, and the higher terrain of central and western Panama and
southern Costa Rica through this morning.

WIND: Hurricane conditions are expected to reach the hurricane
warning area late this morning or early this afternoon, with
tropical storm conditions expected to begin shortly. Hurricane
conditions are possible in the hurricane watch area today.

Tropical storm conditions are expected within the warning area
on the Caribbean coast of Nicaragua today. Tropical storm conditions
are expected in the warning area along the Pacific coasts of Costa
Rica and Nicaragua by this evening.

STORM SURGE: The combination of a dangerous storm surge and large
and destructive waves could raise water levels by as much 4 to 6
feet above normal tide levels in areas of onshore flow within the
hurricane warning area.

SURF: Swells generated by Otto are likely to cause life-threatening
surf and rip current conditions over the next several days along the
coasts of Panama, Costa Rica, and Nicaragua. Please consult
products from your local weather office.

Well, it looks like Otto may make it to low end Category 3 major status after all. It will be a very close call with this. He is intensifying right before landfall. Historic cyclone indeed in that region of the basin! Impressive!! Also, we probably will see the eye pop out very soon just before landfall.
