The U.S. Army Corps of Engineers, Fort Worth District officials announce today the expectation of historic discharge amounts at B.A. Steinhagen/Town Bluff Lake.
Hurricane Harvey has produced historic amounts of rain in the B.A. Steinhagen Lake watershed. Operations personnel are conducting heightened monitoring and safety surveillance activities at the dam.
B.A. Steinhagen/Town Bluff Lake release rates have been increased to over 44,100 cubic feet per second and it is anticipated that releases will exceed those experienced in the 2015 floods. Local emergency management officials have been notified and preparations for evacuation of affected downstream areas are underway.
Sam Rayburn Reservoir has the entire flood pool available to hold flood water. The only releases from Sam Rayburn in the near future will be for power generation to maintain service for the Powerhouse. These releases will be near 500 cubic feet per second and will have a negligible impact on downstream conditions.

All residents within 1½ miles of the plant were evacuated on Tuesday. The National Guard was on the scene, and the U.S. Department of Homeland Security set up a command post near the site.

"We have an unprecedented 6 feet of water throughout the plant. We've lost primary power and two sources of emergency backup power. And as a result, critical refrigeration needed for our materials on site is lost," Richard Rowe, chief executive of the company's North America operatives, said Wednesday in a conference call with reporters.


"Materials could now explode and cause a subsequent and intense fire," Rowe said. "The high water that exists on site and the lack of power leave us with no way to prevent it.”

The announcement raised fears of a repeat of the devastating explosion at a West Fertilizer Co. facility in West, Texas, in April 2013. Fifteen people were killed, and more than 160 others were injured.


On the Zello App, which the CajunNavy and others use to communicate is calling for evacuations.

Yes, regarding the "chemical plant" all over the media, it is a relatively small warehouse and the surrounding perimeter has been evacuated. The media is showing headlines of a chemical plant about to explode and them some stock photo of a giant chemical refinery that spans square miles of real estate. Very irresponsible sensationalist reporting.

^ Not to downplay the possibilities should the worst case scenario play out but there are 57 people employed at this location. Doesn't sound like an operation of monumental proportions like the media is making it out to be. It could surely make a bad situation worse if there were a fire, but I'm in favor of NOT borrowing even more trouble when we have a boatload already.

KPRC coverage is turning to the reservoirs and Buffalo Bayou. They are saying the controlled release efforts are being overwhelmed.

There was a levee breached in West Jefferson county twice since yesterday at Gilbert Lakes Estates near I-10/365

Anhydrous hydrogen chloride is that I read they were storing there. If that exploded into the air it would be a disaster for the immediate area. Although there are so few details it does seem odd.

They are concerned, they are seeing rising water with cars trapped from the helicopter and water overtopping the Addicks Reservoir. Lindner recently tweeted the bayou is holding steady, so they are trying to confirm what's going on.

I'm hoping they can figure it out. Are they just receiving water from upstream?

The aerial view is insane right now. Channel 2 KPRC reporters are trying to find out what is going on. Looks like the water has risen quickly. I have a friend who lives right there. She's trapped in her neighborhood.
