Will head generally westward, and may cross the coast of Central Vietnam early next week... Unfavorable wind shear created by Pakhar and the SW Monsoon should limit development or keep it weak...

This seems to have a chance to become TS Sanvu if Pakhar doesn't involved in here. Now with Pakhar involved on 98W's affairs... well, my hopes of Mawar retiring goes down.
(Got it! JMA tag this as TD. Wonder if this manages to develop into Sanvu successfully... I think it will, so i hope the pressure drops and successfully fought off Pakhar.)

It seems to be free from Pakhar interference - Pretty likely this will be named "Sanvu" by JMA despite it looks weak... reminds me of Talas when it developed into. Since it looks weak right now, could it consolidate pretty quickly and take advantage of nearly 30C SSTs? If it does, i will be... no i don't want to say that.
