JMA has a (IMO weird) definition for landfall different from other agencies - if a typhoon lands over a small island or peninsula then moves back over water within a short period of time, it would be classified as a "passage" rather than a "landfall".
For Goni, the 24/19Z best track position was classified as a "passage" over Kagoshima Prefecture, and the first "landfall" point was 24/21Z over the Kumamoto Prefecture. Thus, the official "landfall" intensity was 955mb/80kt, since the 24/19Z point was not considered a "landfall".
That also explains why all systems landing over the Ryukyu islands are not considered "landfall" - they are "passage" instead, according to JMA.
Again, a bit weird, but that's how the Japanese do their stuff.

So by JMA's definition Meranti didnt make landfall but a passage only over Itbayat when the Eye swallowed it whole.
That's weird indeed Notosans. Thanks for that info

Anyway. Typhoon Bart 1999 was similar to Goni - 85 knots during a peninsular/island passage then 80 knots at landfall in Kyushu

Devastating storm to a nation as prepare as Japan. Cars flipped over like toys. Just seeing people out and about is something.

Powerful Typhoon Jebi triggered a historic storm surge of 3.29 meters in Osaka Prefecture in western Japan on Sept. 4, surpassing the previous high of 2.93 meters recorded in 1961 due to Typhoon Nancy, which killed 194 people.

Just a guesstimate, economic damage from this typhoon is probably more than 15 billion dollars.
