Yes, but compare to the number that didn't develop past tropical storm strength in the MDR (again). That's the point.

Victor, quite contrary to its name, ended up being one of the biggest under-achievers of the season. Only Julian and Peter had a worse performance compared to their aggressive model runs: Julian was modeled to develop earlier and become a high-latitude Cat 2/3, while Peter originally had the potential to be a 20-30+ ACE MDR major. Sam ended up being both of the storms Julian and Peter failed to be.

One of the only true underperformers of the season. What a shame, I was hoping Victor would become something nice, but nope.
