IMAGERY SHOWS PERSISTENT CONVECTION ASSOCIATED WITH A LOW LEVEL
CIRCULATION CENTER (LLCC). A 281337Z 37GHZ SSMIS IMAGE REVEALS SOME
CURVED BANDING LOOSELY ORGANIZED AROUND THE LLCC. THE 281200Z UPPER
LEVEL STREAMLINE ANALYSIS INDICATES THE LLCC IS LOCATED IN A HIGHLY
DIFFLUENT REGION SOUTH OF THE SUBTROPICAL RIDGE AXIS, WITH WEAK
VERTICAL WIND SHEAR. A PROXIMAL SHIP OBSERVATION IS REPORTING 25
KNOT WINDS. SATELLITE DERIVED SEA SURFACE TEMPERATURES IN THE AREA
ARE 29 TO 30 DEGREES CELSIUS. MAXIMUM SUSTAINED SURFACE WINDS ARE
ESTIMATED AT 20 TO 25 KNOTS. MINIMUM SEA LEVEL PRESSURE IS ESTIMATED
TO BE NEAR 1004 MB. THE POTENTIAL FOR THE DEVELOPMENT OF A
SIGNIFICANT TROPICAL CYCLONE WITHIN THE NEXT 24 HOURS REMAINS POOR.

I agree. Tropical Storm Claudette dumped 43 inches of rain in 24 hours near Alvin, Texas in 1979. Tropical Storm Amelia dumped a total of +48 inches of rain in a span of 2 days in Central Texas.
