THE AREA OF CONVECTION PREVIOUSLY LOCATED NEAR 8.6N
96.6E, IS NOW LOCATED NEAR 8.0N 98.3E, APPROXIMATELY 360 NM SOUTH-
SOUTHWEST OF BANGKOK, THAILAND. ANIMATED INFRARED SATELLITE
IMAGERY SHOWS PERSISTENT CONVECTION ASSOCIATED WITH A LOW LEVEL
CIRCULATION CENTER (LLCC). A 281337Z 37GHZ SSMIS IMAGE REVEALS SOME
CURVED BANDING LOOSELY ORGANIZED AROUND THE LLCC. THE 281200Z UPPER
LEVEL STREAMLINE ANALYSIS INDICATES THE LLCC IS LOCATED IN A HIGHLY
DIFFLUENT REGION SOUTH OF THE SUBTROPICAL RIDGE AXIS, WITH WEAK
VERTICAL WIND SHEAR. A PROXIMAL SHIP OBSERVATION IS REPORTING 25
KNOT WINDS. SATELLITE DERIVED SEA SURFACE TEMPERATURES IN THE AREA
ARE 29 TO 30 DEGREES CELSIUS. MAXIMUM SUSTAINED SURFACE WINDS ARE
ESTIMATED AT 20 TO 25 KNOTS. MINIMUM SEA LEVEL PRESSURE IS ESTIMATED
TO BE NEAR 1004 MB. THE POTENTIAL FOR THE DEVELOPMENT OF A
SIGNIFICANT TROPICAL CYCLONE WITHIN THE NEXT 24 HOURS REMAINS POOR.

SOUTHWEST OF PHUKET, THAILAND. RECENT ANIMATED INFRARED SATELLITE
IMAGERY SHOWS INCREASING ORGANIZATION AND DEEPENING OF CONVECTION
ASSOCIATED WITH A LOW LEVEL CIRCULATION CENTER (LLCC). WATER VAPOR
ANIMATION REVEALS SIGNIFICANT DEVELOPMENT OF POLEWARD OUTFLOW. A
281647Z 37GHZ TRMM IMAGE REVEALS EXTENSIVE CURVED BANDING WRAPPING
INTO THE LLCC ON THE WESTWARD SIDE OF THE SYSTEM. THE MOST RECENT
UPPER LEVEL STREAMLINE ANALYSIS INDICATES THE LLCC IS LOCATED IN A
HIGHLY DIFFLUENT REGION SOUTH OF THE SUBTROPICAL RIDGE AXIS, WITH
WEAK VERTICAL WIND SHEAR. RECENT SURFACE OBSERVATIONS FROM COASTAL
THAILAND REVEAL CLEAR TURNING OF THE WINDFIELD INTO THE LLCC. SEA
SURFACE TEMPERATURES IN THE AREA ARE 30 TO 31 DEGREES CELSIUS.
MAXIMUM SUSTAINED SURFACE WINDS ARE ESTIMATED AT 20 TO 25 KNOTS.
MINIMUM SEA LEVEL PRESSURE IS ESTIMATED TO BE NEAR 1004 MB. THE
POTENTIAL FOR THE DEVELOPMENT OF A SIGNIFICANT TROPICAL CYCLONE
WITHIN THE NEXT 24 HOURS IS UPGRADED TO FAIR.

NORTHEAST OF PHUKET, THAILAND. ANIMATED INFRARED SATELLITE IMAGERY
AND SURFACE OBSERVATIONS SHOW THE LOW LEVEL CIRCULATION CENTER
(LLCC) HAS DRIFTED INLAND. WATER VAPOR ANIMATION SHOWS EXCELLENT
POLEWARD OUTFLOW PERSISTS. THE LLCC EXISTS IN A HIGHLY DIFFLUENT
REGION SOUTH OF THE SUBTROPICAL RIDGE AXIS, WITH WEAK VERTICAL WIND
SHEAR. THE WEAK STEERING ENVIRONMENT MAY ALLOW THE LLCC TO MOVE
SEAWARD AND RE-DEVELOP IN THE WARM WATERS OFF-SHORE OF THAILAND.
MAXIMUM SUSTAINED SURFACE WINDS ARE ESTIMATED AT 10 TO 15 KNOTS.
MINIMUM SEA LEVEL PRESSURE IS ESTIMATED TO BE NEAR 1004 MB. THE
POTENTIAL FOR THE DEVELOPMENT OF A SIGNIFICANT TROPICAL CYCLONE
WITHIN THE NEXT 24 HOURS IS DOWNGRADED TO POOR.

Invest 93B caused flooding in the Malayan Peninsula. Up to 47 inches of rain fell.

I agree. Tropical Storm Claudette dumped 43 inches of rain in 24 hours near Alvin, Texas in 1979. Tropical Storm Amelia dumped a total of +48 inches of rain in a span of 2 days in Central Texas.
