Not sure about Lane... it was a big story, but don't know if the impact warrants it or not. Wouldn't be surprised either way.

Of course Florence and Michael will be retired. I would personally like to see Leslie retired because it is a fascinating storm and a landmark event for mainland Europe, and should be remembered as such. These storms CAN affect Europe albeit very rarely the way Leslie did.

I think the only European nations on the committee are the UK, France, and the Netherlands. If that’s the case then I don’t think Leslie can even be asked for retirement since it didn’t affect those countries significantly.

It definitely affected France... it contributed to floods that killed 12 in a village.

Was Leslie even tropical when it affected France?

No. But Sandy wasn’t tropical when she hit NJ

For the Western Pacific, I'd say for sure Mangkhut and Yutu have seen their last use. Jebi also has a very convincing case, but Japan almost never requests retirement. Other systems like Maria, Soulik, Cimaron, and Trami had fairly notable landfalls, but I think should miss the cut.

The season is over! And my final thoughts about retirement are:

Florence: 100%;
Leslie: 25%;
Michael: 100%;
Others: 0%.

Florence and Michael are sure thing, for Leslie it's very unlikely though.
Replacement options:

Felicity, Faith, Francine;
Morris, Morgan, Mitt;

If retired, I'd replace Leslie with Louise, Lea or Lucy.

List IV will reach 6 (at least) names retired in 2019 (Gilbert, Joan, Keith, Sandy, Florence and Michael).

Sandy would likely have been retired anyway for what it did in the Caribbean, although in that case the US did request it.

I think they'll drop Maria to avoid confusion with the retired Atlantic name though.

Giovanna
Guido
Trish
Leone (male)
Joseph
Jonathan
Jean (male) - as long as pronounced "jawn"
Pierre
Mohammed - too politically charged
Mariah - too similar to Maria
Rohan
Jolyne
Narciso
Johnny
Bruno
Enrico
Diego
Dio
Dario
Rina - already in use
Josuke

I highlighted names in that list not suitable, or in one case, only conditionally suitable. Others seem reasonable IMO.

I mean Jean as in "Jean-Pierre"
You think my name suggestions, as a whole, are more suited for the Atlantic, east Pacific or elsewhere, in your opinion?
Could Leone be a replacement name for Lane?

Jean pronounced the same as John would produce a lot of confusion. As a whole, I think your naming suggestions would be best suited for AUS. In the NATL and NEPAC, they must be commonly used in the English, French, and Spanish languages (plus Dutch in the NATL). I don’t think such rule exists in AUS. Fun fact, Osama was the original choice by the Bureau of Meteorology to replace Oswald after 2013 but the WMO rejected it. Also, even if Lane gets retired (which I doubt) I don’t think Leone would be the pick to replace it because of Sierra Leone.

Hmm, what languages do my name suggestions seem to be? If you were being picky, which ones would be fine for the WHem? I did try to include some Spanish passing names too...
But I agree that AUS seems to be more liberal with their names, along with SWIO. They even have Mingzhu!

Giovanna = Italian
Guido = Italian
Trish = English
Leone = Italian
Joseph = English/French form of Jose (which is already in use)
Jonathan = English/French
Jean = French (spelt too similarly to Jeanne and pronounced like John, a current EPAC name)
Pierre = French
Mohammed = Arabic
Mariah = English (spelt too similarly to Maria)
Rohan = Hindi/Bengali
Jolyne = alternate spelling to the French/Germanic (including English) Joline
Narciso = Spanish
Johnny = English (and is a nickname for the currently used John)
Bruno = French/Spanish
Enrico = Italian form of the currently used Enrique in the EPAC
Diego = Spanish
Dio = Italian
Dario = Italian and maybe Spanish
Rina = Dutch/English/Hindi/Japanese (and is already on the Atlantic lists)
Josuke = Japanese

Also, the SWIO is monitored by Meteo-France hence most of the names there are French. And AUS recently removed the Vietnamese name Quang.

I’m guessing you’re of Italian and Asian ancestry. That’s probably the explanation.

Danny, Don and Dorian aren't very common names in Spanish Speaking countries, so Diego would be a good option to replace them in case of a future retirement.
And I'm sure there would be jokes about "Hurricane Jolyne, the one that took my man".
