If 96L is supposed to be that vortmax at the northern end of the wave that's now dying in shear and SAL, shouldn't this be 97L?

The convection at the northern vort max is lift from the TUTT, but it will be dry air shearing soon.
Lower part of the wave may slip under and make it into the Caribbean but there is usually shear off South America this early in the season.

1. A tropical wave located about 600 miles east of the southern
Windward Islands is producing limited shower activity. Persistently
unfavorable environmental conditions and strong upper-level winds
by Wednesday are expected to inhibit any further development while
it moves west-northwestward at around 20 mph.
