I still can't tell whether there is an actual low.
These are the most recent Dakar obs:
Observed at: Dakar, SG
Elevation: 79 ft / 24 m
81 °F / 27 °C
Mostly Cloudy
Humidity: 84%
Dew Point: 75 °F / 24 °C
Wind: 10 mph / 17 km/h / 4.6 m/s from the NNW
Pressure: 29.80 in / 1009 hPa (Steady)
Heat Index: 86 °F / 30 °C
Visibility: 6.2 miles / 10.0 kilometers
UV: 0 out of 16
Clouds: Mostly Cloudy 900 ft / 274 m
(Above Ground Level)
If there was a low on/just off the coast, I should think the winds wouldn't be NNW.
Latest QuikSCAT shows an incomplete circulation (no NE winds in the NW quad).

Not that it matters much, at this point.
