It entirely depends on the site and the equipment used. Many of them are setup at schools, TV Stations, etc. Some comply with NWS standards but many (probably most) Weatherbug sites do not. For example that 36 showing-up near the Galleria here - I question that reading. All readings from offical sites in this area range from 38F-40F and the closest official reading I can find at 36F is Bellville. So you have to wonder about anomulous sites - is it up on an office tower rooftop? Is it exactly 2M above the ground? Is it sheltered? (I've seen a Weatherbug site at a school in Dallas in the dumpster compound - surrounded by a 15-ft. brick wall).
Usually the ones at TV stations are accurate, but the rest you have to wonder.
