Interestingly enough, ice made it to New Orleans at least once when I lived in Algiers...it was either the 70's or early 80's...
i remember several episodes where it ice made it to natchez and even to BR...
In reading about the 1899 event...it says that the river was covered 2" thick at New Orleans (ice covered from minnesota to NOLA!)...I was only referring to having visible ice chunks in the river at NOLA....
