It could be French or English...depending on how the WMO set it.
Like Ivan....could be Spanish or English depending on how the WMO set it.
The NHC official pronounciation is given to the USA...that is why we use eye-van and Gene or Genie (It's debatable)...just for ease (Gaston is not Gastuhn because no one pronounces it that way in real life). However, they could have been submitted by Spanish or French countries.
