I don't think they would wait that long. They'd rather release a special advisory package at 8pm instead.

Sometimes before that like they did with Debby last year, as for this storm I believe if convection can get completely over the storm I cant see why it cant reach 55kts, as for landfall I would say somewhere around New Port Richey
