Bob was a very destructive cane in new England. Back then, a 1.5 billion dollar cane was considered very destructive
Don't go by Iris dollar figures matt, if flattened populated areas in Belize. It just hit the not as wealthy areas, but the damage was complete and it deserved to be retired. Dollar figure is not a very good way to determine retirement

Haiti still must've been anarchy back then. I don't know why WMO didn't retire it anyway.

I think the reason was since Haiti was not a member of the WMO, then it wasn't possible for the country to make a claim.

Based on its historical significance, damage done, and human lives taken, I think that if any country affected asks for retirement, it will get retire.
Definitely. Destructive hurricanes in the past have not had their names retired only when the country/countries affected decided not to request retirement. Mexico's government has historically been somewhat secretive regarding matters of disasters. I would rather expect France or Jamaica to request the retirement of the name "Dean".
However, personally, I think it would be much better coordinated if an entire new, circular list was devised similar to the one currently in use in the Western Pacific, in which the nations affected by Atlantic TCs alternate naming contributions. The current namelists incorporate French, Spanish, and English names to a certain degree, but in the new scheme the names could be much more balanced. In addition, with the current rotating list system, names further down in the alphabet are rarely if ever used.
Regardless, my favorite potential suggestions for "Dean" replacements - Damian/Damien, Darien, Draco/Drake, Danforth

I don't think anyone thought that Dorian would be the name that replaced Dean.
