Question about snow level

Question about snow level
When weather forecasters say the snow level will drop to around 2000-3000 foot range, what happens around the 6,000-7,000 foot range? Is there more ice/sleet/hail or even too cold and dry for it to snow? Or does it just snow, only harder?

Everywhere higher would be all snow, and would receive more in most cases.
