Question about Caribbean pattern

It seems from satellite loops that there is strong westerly flow in the tropics, upper level winds blow the tops of convection clusters over central America and Mexico off to the east, wind charts show strong upper westerlies.

Is this a typical pattern before the tropical cyclone season? I assume this is a southerly jet, the opposite of the surface trade winds. This must go away in summer, or am I just seeing things? Does El Nino shear come basically from stronger upper level westerlies that don't go away during hurricane season?
