Interesting blob off of Sierra Leone coast

Could that cloud bunch coming off south of TD12 be anything (around 8 north lat.)? Do systems form that far south in the CV?

The straight-ish line of clouds in the ocean is the Intertropical Convergence Zone (ITCZ)
